OTTAWAY OBJECTS TO NEW PLANNING PROTOCOLS

Richard Ottaway, Conservative MP for Croydon South has objected to Croydon Council's proposals to curtail the right of the Borough's MPs to speak on planning applications (see letter below).

Richard Ottaway says:-

"As an MP I have no power in the planning process. However, I do have the right to speak on major developments. I do not abuse this privilege. When I choose to speak it is on matters of major strategic interest, such as the Cane Hill development."

"To curtail this process is to restrict my ability to represent my constituents and is contrary to democratic principles."

Dear Cllr O'Neill

Development Control Committee: Protocols

Can I express my profound concern over the proposals to curtail my right to speak on planning applications.

As you are probably well-aware, I do not abuse this privilege and only chose to speak on matters of major strategic interest.

Without doubt planning is the most difficult and complex matter which is dealt with at local level. As a Member of Parliament I have no power in the process but, judging by the letters I receive asking me to intervene, the public frequently expect me to make interventions on their behalf. To take away my right to speak would be regrettable.

The last occasion on which I chose to speak was at the meeting considering the Cane Hill application. After hearing all the arguments the Committee decided to turn down the application. To curtail the process, in my judgement, would be a serious breach of natural justice and I invite you to reconsider these proposals.
